Municipal Wastewater Permitting

Who must use the LONG Form?
Dischargers that have:
  • A design flow that is greater than or equal to 1.0 MGD, or
  • Contributions from one or more Significant Industrial Users, or
  • Process wastewater contributions from all industrial users exceeding 5 percent of the daily design flow, or
  • A sewer system with Combined Sewer Overflows (CSOs) that is not eligible for coverage under the General Permit for CSOs.

A Significant Industrial User (SIU) is any user of the sewer system who:

  • Discharges 25,000 gallons per day or more of process wastewater, or
  • Contributes a process wastestream which makes up 5 percent or more of the average dry weather hydraulic or organic (BOD, TSS, etc.) capacity of the treatment plant, or
